This is how The Encyclopedia of Glass (Mark Pickvet) defines a spooner or spoon holder:<\/p>\n

A tall cylindrically-shaped short-stemmed glass vessel, with or without handles, used for holding dessert spoons vertically. \u00a0Spooners often resemble short-stemmed goblets, and\/or vases, and were popular in pressed glass table sets of the nineteenth and early twentieth centuries.”<\/p>\n
