This is an interesting little piece – never seen one quite like it.  It has similar features to Pall Mall Glass.  There is the etched top band, but it’s not circular like the Pall Mall pieces.  There is a clover etch, but this one is slightly askew.  And…..there are crisscross cuts, but this one has different sized cuts.

You can’t see the base, but it has circular marks and a slightly raised edge.

It’s a tiny little thing – likely for a sweet sip of something.  Pretty ring.  I wouldn’t mind getting a bigger stem in the same pattern.  We are off antiquing en route to visit my mom for Mother’s Day.  Hopefully we’ll pick up some fun pieces.
