I bought this in the U.S. last weekend at a thrift shop.  It was shelved alongside two amber candle stick holders that look like a button and daisy pattern.  Thought it was the same, but it is not.

Pretty.  I think it’s a candle holder – large ring in middle to steady a large round candle.

I haven’t been able to ID it, but I am hoping that it doesn’t prove to be too difficult.
